5 RULES:   Information, Communication, Coordination, Command and Control

Dear Friends:

This is actually a brief article on effective management technique...but the title intriqued you, eh? Thought so.

It would seem that the ultimate managerial objective in life (aside from being "happy") and in business is to control things; to control, if possible and to the greatest extent possible, everything from our own selves (through discipline and self-mastery) to the environment and all of those variables which surround and impact us.

Obviously, this includes exerting our control upon others to some extent. Humans generally fear a loss of control, and despots throughout time have enslaved entire races, built great empires and destroyed whole civilizations because of their addiction to the very notion of control. For many of these people, and for most of us, control equates to power. In the military and throughout the world's vast network of self-important members of the Intelligence Community, the conversation is often about Command and Control methods, tactics and strategies.

When the Twin Towers of the World Trade Center in New York were demolished on 9-11 in an act of incredible inhumanity, politicians, agency directors and other proficient high-profile blame-dodgers and blame-placers were quick to point out to the information-hungry public that the extensive loss of life (in excess of 3,000 souls perished in that single incident of terrorism) was far greater than it should have been due to a failure in the system of command and control among the various responding security and safety agencies when they were put to the ultimate real-time test.

When various intelligence agencies do not share information and do not coordinate their efforts through effective communications and monitored feedback, a loss of control invariably results. This deficiency of control can mean that a hostile individual or force can penetrate our most well-conceived defenses. When various department heads within a business enterprise do not share information and do not coordinate their efforts through effective communications and monitored feedback, a loss of profit or marketshare results.

To utilize what we have learned from our mistakes in the War on Terror and the Global Recession, we must be ever-mindful to incorporate these processes in every aspect of managing any multi-party process; whether it relates to Homeland Security or to operating a chain of supermarkets:

1. Collect as much information as possible about every relevant variable. In fact, we should ask our counterparts in other agencies or departments for the type of information that they are looking for in order that we may help them; of course, they should reciprocate. This increase the overall probability of success in the early but crucial campaign phase of gathering intelligence. We are less likely to overlook things and more likely to find things. 

2. We must frequently share and compare information. This is a synergistic process which makes every agency or department better-informed, and it allows more eyes and minds to evaluate data in terms of trends and implications from a greater number of meaningful perspectives. Hoarding information can be very counterproductive when teamwork is required for success.

3. In deciding to respond to information, we must advise our counterparts as to what we are planning to do. This maximizes the opportunity for constructive feedback and cooperation, while it minimizes the risk of working at redundant or opposing purposes.

4. It is imperative that there is a heirarchical command structure in order to avoid conflicting directives, orders and actions. Every organization is a multicellular organism. When each "cell" (in this moronic metaphor) decides to go its own way, chaos ensues, and "body" is riddled with multiple cancers [you may wish to click on the link over the picture immediately beneath my signature, below]. While intellectual independence is to be commended and encouraged, it must be tempered when circumstances require a system of command and control.

5. We must constantly and openly share our lessons and learning with our counterparts. After evaluating our respective and collective successes and failures, we must cooperatively and collaboratively be innovative and proactive in finding ways to duplicate and enhance the successes, and to avoid or at least mitigate the failures.

This would all seem to be common sense. As I have said before, "sense is not common." That is precisely why someone has to write these things. I just happened to be available.

Obama Cites ‘Systemic Failure’ in U.S. Security

HONOLULU – President Obama on Tuesday blamed a “systemic failure” in the nation’s security apparatus for the attempted bombing of a passenger jet on Christmas Day and vowed to identify the problems and “deal with them immediately.”
Making his second public statement on the matter in as many days, Mr. Obama said a preliminary assessment already has made clear that there was a breakdown in the intelligence review system that did not properly identify the suspect as a dangerous extremist who should have been prevented from flying to the United States.

“A systemic failure has occurred and I consider that totally unacceptable,” Mr. Obama told reporters here in Hawaii, where is in the middle of a 10-day holiday vacation. The president said he has ordered government agencies to report back to him on Thursday about what happened and said he would “insist on accountability at every level,” although he did not elaborate.

The president’s blunt words came just two days after his secretary of homeland security, Janet Napolitano, drew criticism for saying that “the system worked” after Umar Farouk Abdulmutallab tried to ignite explosive chemicals aboard a Northwest Airlines flight approaching Detroit. Ms. Napolitano quickly recalibrated her statement to make clear she meant that the system worked in its response to the incident after it occurred. But Mr. Obama’s sharp assessment Tuesday sent a signal that he was not satisfied by the government’s performance.

Mr. Obama made no reference to Ms. Napolitano’s statement and took no questions. He made sure to praise the professionalism of the nation’s intelligence, counterterrorism and law enforcement officials. But he spared little in his withering judgment of what he called a “mix of human and systemic failures” that did not catch Mr. Abdulmutallab.

The president suggested that he would overhaul the nation’s watch-list system. “We’ve achieved much since 9/11 in terms of collecting information that relates to terrorists and potential terrorist attacks,” he said. “But it’s becoming clear that the system that has been in place for years now is not sufficiently up to date to take full advantage of the information we collect and the knowledge we have.”

Mr. Abdulmutallab, a 23-year-old Nigerian who claims links to a branch of Al Qaeda, came to the attention of American authorities when his father went to the embassy last month to report that his son had become radicalized. The father, a respected retired banker, did not say his son planned to attack Americans but sought help locating him and bringing him home, according to American officials.

The embassy sent a cable to Washington that resulted in Mr. Abdulmutallab’s name being entered in a broad database of 550,000 people with possible ties to terrorism. But he was not put on the much smaller no-fly list of 4,000 people, or a list of 14,000 people who require additional screening before flying, nor was his multiple-entry visa to the United States revoked.

“It now appears that weeks ago this information was passed to a component of our intelligence community but was not effectively distributed so as to get the suspect’s name on a no-fly list,” Mr. Obama said of the father’s warning. “There appears to be other deficiencies as well. Even without this one report, there were bits of information available within the intelligence community that could have and should have been pieced together.”

Never Tell Your Adversaries What You're Planning To Do:
A Foolish Move On The Part Of The US President.

Dear Friends:

Not too long ago, President Barack Obama and the current US presidential administration announced to the entire banking community that "there will be serious reforms enacted in the consumer credit industry to stop the abuse of the public by credit card lenders." A loudly telegraphed threat, taken by its targets as 1) a helpful warning to give them time to prepare their defenses, and 2) an opportunity to exponentially increase the scale, audacity and variety of abusive charges, sudden interest rate hikes, credit line reductions, fees for every "offense" (real or imagined) and destroyed consumer credit reports. In brief, the banks saw this as a (wink wink) hint to go hog wild at the expense of the consumers and to profiteer to the greatest extent imaginable. Without delay, compunction or conscience, these parasitic plastic panderers proceeded to profit at the expense of the already distressed masses of credit card victims.

Thanks to a well-intended but somewhat unsophisticated Mr. Barck Obama, the banks are stealing enough in fee income from credit card holders that they can pay back their Tarp obligations, raise the salaries of the money gluttons up to (and beyond) their historic maximums, and continue to buy government debt instruments without extending new credit to businesses or consumers.

Consumers are being hurt more deeply by the banking sector and the credit card issuers than ever before. The President of the United States essentially declared it "open season" on the American population. And the consumers are suffering more abuse than ever since the invention of the credit card.

Loud, idle threats always backfire. And only a fool warns his enemies of his intentions to take action against them.

Is anybody listening? Take a look at your credit card statements and wake up.

The Power of One: The Deciding Vote

We have all heard the terms "tiebreaker," "holdout," "bottleneck," "obstacle," "veto," "the straw that broke the camel's back," and my personal favorite..."The Deciding Vote."

All of these expressions have one thing in common; each is connotative of the power to keep something from happening. In some cases, that same power can be used to permit something to happen, or to force it to happen. But the most important point is the tremendous leverage that one person, thing or process, regardless of its seemingly miniscule magnitude or the smallness of its number can have over something that is going to effect everyone else. This leverage is tremendously powerful.

Setting aside any subjective discussion of morality, if you wish to have the most power, you must hold the deciding vote. Looked at from the opposite perspective, if you wish to dictate terms, set policy and be in control of your destiny, you must also be certain that no one else is in the position (other than yourself, of course) of casting the deciding vote.

When a company is owned by three shareholders, even if one shareholder owns 49% and a second shareholder owns 49%, the third shareholder, owning only 2% can be the ultimate decider in the event that the two major shareholders fail to reach an agreement on an issue which must be voted upon. Suddenly, the owner of the smallest stake is courted like a trust fund heiress by both sides, each eager to sway the decider's vote to his or her advantage. In this case, the power fell into the hands of the minority stakeholder because the two major shareholders could not agree. The greater the polarity (or the propensity to disagree) on each side, the greater the likelihood is that the smallest stakeholder will come into a position of power.

The Bottom Line:

When either evaluating your situation or structuring your affairs with other people, keep this situation in mind. You have two objectives, one affirmative and one negative.

1. The First: Be the decider if at all possible; and

2. The Second: Be certain that no one else can be the decider in the event that you cannot assure yourself the security of that position.

Case In Point:

Recently, on the matter of a legislative vote concerning a national healthcare bill, Senator Joe Lieberman was able to flex his muscles (such as they are) in order to get his way...The text that follows was extracted from a solicitation which I received from MoveOn.org. Please note that I pore through petitions, letters and leterature from virtually every political group from far right to far left. I subscribe to as much of this propaganda and pleading as I can in order to collect and analyze as much information as possible. I am neither "Progressive" nor "Conservative." I have never consistently agreed with the doctrine or dogma of any political party, but I thrive on informational input representative of as many points of view as possible. I am not affiliated with any party, with the possible exception of one held by a friend which is catered and has a really great live band. Back to Lieberman...

The latest Senate health care bill has no public option. No expansion of Medicare. And it does too little to guarantee that uninsured Americans will actually be able to afford the coverage they'll be required to purchase.1
Former insurance executive Wendell Potter put it best: the bill is "a big bailout to the [health insurance] industry."2
But it's not too late to fix the bill. And as Joe Lieberman has shown, just one senator willing to stand in the way can force legislation to be changed dramatically.
Senator Bernie Sanders, a strong proponent of the public option, has already made clear that he's opposed to the legislation in its current form—and he could decide to block it until it's fixed.3
But there's enormous pressure from all sides to pass a bill quickly, no matter how weak it is. Let's show Bernie and other progressives that we're counting on them to block this version of the bill—and we'll get their backs if they do.

The petition reads: "America needs real health care reform—not a massive giveaway to the insurance companies. Senator Bernie Sanders and other progressives should block this bill until it's fixed."
Despite this latest setback, we can still win the health care fight. The House has already passed a strong health care bill with a real public option. It would cover millions of uninsured Americans, offer real competition to the insurance companies, and reduce costs in the long run.
MoveOn members overwhelmingly support the House bill. But it's clear from member feedback and surveys that the majority of MoveOn members oppose the Senate bill as it now stands.4
And recent polls show growing opposition among grassroots progressives generally—the very folks Democrats in Washington count on to volunteer and donate to their campaigns.5 One found that one-third of Democratic voters will be less likely to vote next year if Congress doesn't pass a public option.6

So to get real reform, we need to immediately send a powerful message to Senate progressives like Bernie Sanders, Roland Burris, and Russ Feingold that we're counting on them to block this bill until it's fixed.

Now that we've seen a real-life example of The Power of One, think of this broader, far more frightening scenario. Imaginge, if you will, that a small group of very wealthy, very powerful individuals gets together and decides to do something unscrupulous to further their advantage - why, I'd bet that a group like that could destroy the entire economy of the world and virtually enslave the rest of us. You ask me, incredulously, eyes wide ... "Mr. Castle; Do you that that could really happen?
And I look at you after a moment's dramatic pause, and with the voice of a man much older than my actual years, I say, "I believe that it already has."

Leveraging Adversaries: Pre-Emptive Strategies

Hyper-conservative publishers like Robert Livingston (whose articles I often disagree with, but always enjoy reading -- I read the "lefty liberal" stuff as well as the "right-wing conservative stuff" -- this keeps me "fair and balanced" [ahem]) are increasingly pointing to China's rising prominence in the global economic arena as a threat to the United States and other industrialized western nations. Tagging China as an "enemy" is useless. Viewing China as a prospective "resource" opens up a world of possibilities. Once again, perception proceeds action.

Many supposed "enemies" can be strategically positioned as assets, instead of liabilities, if we remember the following principles:

1.    An adversary can be directed to either distract or attack your other enemies. Let them fight it out while you sit on the sidelines and sip lemonade. This requires simple rumor-mongering and baiting. It is invariably effective because it feeds every sovereign power's paranoia about being defeated, either in economic reality or in international perception. The sin of pride screams out to be used as a manipulative tool, especially when it is founded upon insecurity.

2.     An adversary can become our supplier or our customer through a purely-economically themed strategy. In either case, we can be successful in using greed (another one of those doggoned sins) to manipulate an adversary into working with us if we can demonstrate a direct economic advantage without becoming entrapped in political or philosophical debate. We can create an interdependence, or the semblance of an independence which would cause our adversary to view our commerce as an integral part of its benefits and security. That having been said, we must caution ourselves against letting the other party become a sole source provider or customer...we must quietly hedge our bet by diversifying suppliers and customers. This is crucial. we do not want to be desperately dependent -- we want to appear politely dependent.

3.     Investing in an adversary (financially and/or politically) can help us to own a piece of a possible winner, much like hedging a bet or selling a stock short. Having an adversary invest in us (preferably as an equityholder and not as a creditor in corporate or governmental debt instruments) also defuses an adversary's temptation to attack us...even if this is only in the interest in safeguarding their own portfolios and positions.

If we sense an adversary's rising to prominence, we can either attack them in the earliest stages in their demonstration of intended harm, or, failing that, we can entangle them in one of the three strategies delineated above. If we are completely successful, we may find ourselves with a trading partner instead of a threat of fiscal or physical war.

On this subject, some interesting news follows, with appropriate attribution. The tone of the article and its political implications are interesting and significant. The investment consideration being promoted in the article do not necessarily represent my views. I don't give investment advice. Nowadays, I don't request any either.

China’s Century: The Impending Threat to America and the Dollar

“India conquered and dominated China culturally for 20 centuries without ever having to send a single soldier across her border”—Hu Shih, 20th Century scholar.

We are a little more than two weeks away from the second decade of the 21st century. More and more it is beginning to look like China’s century.
It’s been 60 years since the Communists seized power. According to Fareed Zakaria, the host of CNN’s Fareed Zakaria’s GPS, “Mao Zedong dragged the country through a series of catastrophic convulsions that destroyed its economic, technological and intellectual capital.”

But in December 1978 Mao’s successor, Deng Xiaoping, gave his famous cat speech which marked the fulcrum upon which the giant nation turned. At a Communist Party meeting he urged economic development over ideology. “It doesn’t matter if it is a black cat or a white cat,” said Deng. “As long as it can catch mice, it is a good cat.”

The question three decades later is what exactly is the Chinese cat hunting? Is it cooperation with the United States and the continued development of the global economy, or is it the relentless pursuit of global power and resource wealth? All the evidence is not yet in, but what we do know seems to indicate the latter with all its chilling ramifications.

But any discussion of China has to be first and foremost about its incredible economy, for the nation has risen towards superpower status in such little time. It is an economy that has doubled every eight years for the past three decades!
Just consider the following:
  • China has foreign exchange reserves totaling almost $2.2 trillion, double the next largest holder, Japan.
  • The number of cars driven in China doubles every three years.
  • China is the world’s largest producer of coal, steel and cement.
  • Twenty of the world’s fastest growing cities are all in China.
  • China manufactures two-thirds of all the world’s photocopiers, microwave ovens, DVD players and shoes.
  • Starbucks predicts that sometime next year it will have more cafes in China than in the U.S.
  • China is the world’s second largest defense spender (behind the USA).
It’s the final item that reveals the claws in China’s carefully crafted Panda Bear self-portrait.

A 2006 U.S. Department of Defense assessment of China was chilling. According to that report the Pentagon viewed China as the next big military threat to the U.S. “There are some real concerns about China’s military modernization,” said Adam Segal, senior fellow for China studies at the Council on Foreign Relations.

Then in 2009 a report from the Council on Foreign Relations said that China has been steadily building up its strategic and conventional capabilities since the 1990s.

According to U.S. defense experts, in 1990 China had a “bare-bones” military: basic capabilities, but nothing sophisticated or top-of-the-line. But two decades of double-digit spending increases have completely changed that picture.
The Pentagon estimates China’s total military spending for 2007 to be between $97 billion and $139 billion, as compared to $52 billion reported by China.

According to the Council on Foreign Relations most of that spending has gone to building a sophisticated, modern military: a large, increasingly capable fleet, an air force stocked with Russian warplanes, and technical strides which have improved China’s ballistic missile arsenal, as well as satellite surveillance, radar and interception capabilities.

“(U.S.) Hawks insist that the Chinese are seeking to drive the U.S. military out of the Pacific, and make it Beijing’s lake rather than what it has been for decades, an American pond,” said Time Magazine in an April 2009 issue.
China is constructing a nuclear aircraft carrier with a lethal and global reach to support its growing fleet of technologically advanced nuclear submarines.

Why is Beijing arming itself to the teeth? Perhaps for global dominance. Perhaps just for the natural resources it needs to sustain its growth: Core among them being oil.

This year Asia will have consumed about 50 percent of Middle East exported oil. China understands it might have to count on its military to lock-in future supplies.

That could mean another arms race or worse. That is something the U.S. can ill afford.

Another Golden Empire

China is also arming itself with gold.

According to the China Gold Association, Chinese demand for gold could total more than 16 million ounces this year, up from 12.9 million ounces in 2008.

China has also become the world’s largest gold producer, having surpassed South Africa in 2007.
“China is likely to become the number-one supplier and consumer of gold this year,” said Rozanna Wozniak, investment research manager at the World Gold Council.

On Nov. 31, China’s Economic Information Daily published remarks by a senior Chinese official indicating that Dubai’s debt crisis could be a good opportunity for China to purchase gold and oil assets.
Ji Xiaonan (Chairman of the Supervisory Committee overseeing large state-owned enterprises) was quoted as saying that the Dubai debt crisis "could give China an opportunity to put some of its foreign exchange reserves into gold or oil."
Just two weeks ago Ji Xiaonan said that China should increase the amount of gold it holds in reserves to reduce potential losses from a depreciating dollar. Currently China has relatively small gold reserves, just 1,200 metric tons or about 7 percent of the world total.

But Ji Xiaonan wants to change that. He wants China gold reserves to reach 6,000 metric tons within three-to-five years and possibly to 10,000 metric tons in eight to 10 years. (Ten thousand metric tons represents 350 million ounces of gold or about four years of global gold production.)

Money is Not a Problem

China has a lot of money to invest in gold and other real assets. It has foreign currency holdings of $2 trillion which include $800 billion in U.S. Treasury debt. With that kind of dollar exposure it is little wonder that China wants to increase its gold reserves 10-fold.
This will be an unprecedented national build-up of official gold reserves (in fact for the past 50 years most nations have been net sellers of gold). China’s radical increase in its bullion reserves is likely a harbinger for much higher prices for the Midas metal. How high is anyone’s guess, but I wouldn’t be surprised to see gold above $1,500 by next spring.

Action to take: Don’t be surprised by a correction in the price of gold going into January. I think that over the very short-term the bull is tired. Over the long-term the bull market in gold is very much alive. I recommend you use any correction to add to your physical gold holdings in anticipation of considerably higher prices in 2010.

Douglas Castle's Third Economic Law: The Two Paths to Success in a Large Organization.

Dear Friends and Detractors:

If you are not an entrepreneur, trust-fund fueled aristocrat, heir (or heiress) to the "family business," independent professional (in a specialty which is in demand, or which is, at very least, third-party reimbursed) or a wheeling and dealing denizen of the "underground economy," you are either a) unemployed or b) working within a large organization.

Those of you who fall into this latter category find yourselves at work in sizeable companies, institutions, foundations and other large clusters of persons massive enough to weild sufficient gravity enough to either attract profits, government funds or donations. You are feeling insecure, expendable, compromised and unwell most of the time. You feel lonely, a bit desperate, and maybe a bit paranoic.

You are in a rough position, especially when the economy throws additional challenges in your direction...staff downsizing, budget cuts, program terminations, ravaged retirement and pension plans...

There are only two paths to staying situated, securing your future (to the extent which you can), and possibly either thriving.

I give you Douglas Castle's Third Economic Law -

The two paths to success in any large organization are:

Production - Bringing in revenues or other funds, whether earned, borrowed or begged; or

Seduction - Since you are not a producer of funds, you must resort to using style instead of substance. You play the game of politics, winning favor with those who can help you trying to crush those who can either compete with you or displace you. You spend endless hours strategizing, propagandizing, campaigning and, where warranted, "sucking up" or whoring. These difficult tasks leave you with virtually no time to actually accomplish anything for the organization which employs and compensates you. In fact, you often find that you are actually .....
  • creating problems, just so that you can solve them;
  • befriending people whom you'd really rather strangle;
  • sabotaging other individuals, regardless of their innocence or favorable qualities, because they make you feel threatened.
I am better at production than at seduction, but both of these activities, taken to extremes, tend to de-humanize us. They turn us into sneaks, liars and animals. I try to avoid letting myself default to my "animal" setting.

If you wish to succeed in a large organization by either route, be prepared to make two sacrifices -- the first one is an act of metaphorical genocide (destroying many people around you, or aiding and abetting those who have the courage and inclination to do that type of bloodletting more expediently than you), and the second is an act of suicide (sacrificing your principles, your true self-esteem, and your soul).

It is indeed the exceptional individual who succeeds in a large organization and manages to retain his or her Humanity. If you are one of these exceptional individuals, please contact me. I'd like to take you to lunch.

Isolationism - A Dangerous Response to Economic and Emotional Depression.

The article cited below this brief commentary appeared c/o Yahoo News! and was carried by Associated Press (AP). It is a sad treatise in predictable human behavior. Isolationism breeds incestuous reaffirmation of ill-conceived and inbred ideas; increasing fear of change; decreasing flexibility and adaptability; reduced trading opportunities for economic stimulus; reduced opportunities to find new friends and allies for personal and professional growth in the individuals;  suspicion and resentment amongst those who surround us in the Global Community but whom we cease to associate with or be concerned about; a culture of conformity, defensiveness and stagnation; and, a prolonged and deepened sense of loss in all quarters.

The isolationist road is a dangerous one for governments to take. Increased insularity amongst the population of a hurting nation, an apathy when it comes to affairs that are not in the immediate geographical locus and occuring only in the present moment (or in the anticipated tragedies of the near-term), and a dissociation from the greater world and potential future is tantamount to a return to feudalism. It is anti-evoluationry from the standpoint of beneficial individual and societal advancement.

Philosophically, the seeds of great change lie within us, to be found introspectively...but there exists an undeniable universe of greater possibilities in external exploration. We must employ both processes, and ignore neither.

As an Internationalist, as a Global Futurist, and as an ardent advocate of unlimited human potential, I am very fearful of the retreat and regression that invariably follows disappointment, or a loss of faith.

The channels of communication must be kept open. Curiosity and conversation must be encouraged. Sharing of greater amounts of information amongst a greater number of receptive minds (as in the collaborative aspect of the GICBC - The Global Interworked Cooperative Business Community) brings us closer to the "cerebral critical mass" needed to achieve breakthroughs for the improvement of the quality of life throughout all peoples of this world.

Let's not isolate. We must collaborate.

Poll: Isolationism soars among Americans

WASHINGTON – Americans are turning away from the world, showing a tendency toward isolationism in foreign affairs that has risen to the highest level in four decades, a poll out Thursday found.
Almost half, 49 percent, told the polling organization that the United States should "mind its own business" internationally and let other countries get along the best they can on their own, the Pew Research Center survey found. That's up from 30 percent who said that in December 2002.
Results of the survey appear to conflict with President Barack Obama's activist foreign policy, including a newly announced buildup of 30,000 U.S. troops in Afghanistan to fight Taliban and al-Qaida extremists.
"Isolationist Sentiment Surges to Four-Decade High," the nonpartisan research center headlined its report on the poll about America's role in the world.
Only 32 percent of the poll respondents favored increasing U.S. troops in Afghanistan, while 40 percent favored decreasing them. And fewer than half, or 46 percent, of those polled said it was somewhat or very likely that Afghanistan would be able to withstand the radicals' threat.
Forty-one percent of those surveyed said the United States plays a less important and powerful role as a world leader than it did a decade ago, up from 25 percent who said that just before the Sept. 11, 2001, terrorist attacks, the report said.
Pew Research Center President Andrew Kohut said in an interview that the "very bad economy" appeared most responsible for the growth of isolationist sentiment. He said the public was also "displeased with the two wars we are waging, in Iraq and Afghanistan."
While isolationism and unilateralism reached four-decade highs among the public, the stature of China increased.
Among Americans polled, 44 percent said China was the world's leading economic power compared with 27 percent who named the United States. In February 2008, 41 percent said the U.S. was the leading economic power, while 30 percent said China.
A majority of Americans surveyed, or 53 percent, see China's emerging power as a threat to the United States.
The United States is seen by a comfortable majority, 63 percent, as the world's leading military power.
Concerning the Middle East, about half, or 51 percent, of respondents said they were more sympathetic toward Israel than to the Palestinians, who drew 12 percent. Fourteen percent supported neither side, while 19 percent offered no opinion.
The findings come from two surveys. The first poll, of 2,000 adults, was conducted by telephone Oct. 28 to Nov. 8 and had a margin of sampling error of plus or minus 3 percentage points. A subsequent poll of 1,003 people conducted from Nov. 12-15 had a margin of error of plus or minus 4 percentage points.
